Your TV has internal high voltages, used to accelerate electrons towards the inside of the CRT screen. The glass of the tube is an insulator, and inevitably the charge movement in the tube induces charges on the outside surface. These charges attract dust particles from the air. They will also attract the hairs on the back of your hand if you bring it close to the screen.
Typically, PC monitors have better electrostatic screening, and less charge build-up, because they are positioned close to their operators.
